PROGRAM DESCRIPTION
Freedom of Information Day is celebrated on March 16, the anniversary of 
the birth of James Madison, fourth President of the United States and 
principal author of the Bill of Rights. Each year, the Minnesota Coalition 
of Government Information (MnCOGI) presents the John R. Finnegan Award - 
named in honor of the former editor of the St. Paul Pioneer Press for his 
lifelong commitment to openness in government and the public's right to 
know. The award honors a Minnesotan or Minnesota institution whose work 
demonstrates leadership and commitment to the power of information to 
effect change.

SPEAKER BIOGRAPHY
Librarian Colleen Coghlan is most recently a member of the faculty of the 
Graduate School of Library and Information Science at the College of St. 
Catherine in St. Paul. During the 1980's and 90's she served as University 
Librarian for Metropolitan State University where she described herself as 
"the librarian without a library in the University without walls." A 
stalwart defender of the First Amendment and open access to public 
information, Coghlan has spoken and written extensively on access 
issues.  Her letters appear regularly (though less often than they are 
written) on the op-ed pages of the local press. As an educator Coghlan has 
introduced generations of students to the principles of freedom of 
information and the role of an informed citizenry in a democracy.
