At issue was striking a healthy balance: on the one hand, science advice institutions must be rigid enough to withstand changes of political direction; on the other hand, they must be nimble enough to have their purpose evolve along with the changing world(s) of science & policy. Reviewing will be single-blind (authors are identified on submissions; reviewers are anonymized). To accommodate the distinct traditions of Web Science?s many disciplines, we allow for two different paper submission formats: full papers and short papers. Full papers are up to 8-10 pages long, ACM double column. Full papers should present new and substantial theoretical, empirical, methodological, or policy-oriented contributions to research and/or practice. Full papers include an abstract, an introduction, sections and especially significant conclusions and should be well on top of the current literature in the field as evidenced by appropriate referencing. Full papers should be original work that has not been previously published. Full papers are presented through regular talks. The program committee may decide to recommend full papers that were rejected as such to be accepted as short papers, if the authors agree. Short papers are 3-5 pages long, ACM double column. Short papers should present new ideas and/or work in progress that may have significant impact to or implications for the progress of the Web and Web Science. Short papers should include an abstract, an introductory paragraph and appropriate references. Short papers should be original work that has not been previously published. Short papers are assigned short talks. Both types of accepted submissions will be included in the proceedings, which will be archived by the ACM Digital Library. However, in order to accommodate the publication priorities of different scientific communities, we allow authors to opt out of having their contribution appear in the published proceedings (thus allowing the authors to retain the right to publish later in academic journals). Furthermore, the WebSci18 Scientific Program Chairs intend to organize a special issue of The Journal of Web Science. Authors of selected full and short papers and extended abstracts will be contacted and invited to submit a full-length journal paper for the special issue. All papers invited to this submission will go through a peer-review process before receiving final approval. From Google Flu Trends and its derivatives to Zika virus and vaccination rumor tracking, social media is increasingly used as an alternative or supplementary signal of health behaviors and beliefs. As with most social media research, the connection to what is happening offline is of utmost importance. Therefore we focus this installment of a social media and health workshops on methods and issues for offline comparison. The includes accuracy, representativeness, and ultimate usefulness of such data, as well as the privacy and ethical consideration in its use, exemplifying issues pertinent in many domains that intersect with social media in health and beyond such as sociology, economics and computational social science. In this workshop, we address the question: how does data from Internet sources compare to offline phenomena (collected by traditional means such as medical records or other proxy data sources), at the individual- and population-level. Different approaches and data sources are being used, and often there are major challenges that preclude such types of comparisons. Here, we aim to discuss the latest developments in the use of social media data and offline data in health research and applications, advancing the use of social media. While much of the work in the area is happening regarding health, the topic will be of broad relevance to researchers and practitioners in sociology, demography, linguistics and economics. We anticipate topics such as the below will be relevant: - Establishing cohorts - Validation via individual-level data - Linking data in infectious disease and well-being - Population data sources for validation - Correlation analysis and other statistical methods - Privacy, ethics, and informed consent - Longitudinal analysis of social media - Data quality issues - Challenges in comparisons - Time series comparisons - Spatial analyses - Linguistic comparisons IMPORTANT DATES - Workshop papers submission: March 27, 2018 - Workshop paper acceptance notification: April 10, 2018 - ICWSM-18 Workshop Day: June 25, 2018 AGENDA Keynote (TBC, see website for more details): In order to bring computer science and health research closer together, this workshop will feature a keynote talk by a Program Director from the NIH (National Institutes of Health). This will enable ICWSM attendees to learn about priorities of the NIH, and for the NIH to learn about the most recent social media research in computer science. Further agenda is TBD. SUBMISSION GUIDELINES We welcome both submissions on work in progress (2-4 pages) as well as full paper submissions (6-10 pages). Page limits include figures and references. All papers must follow AAAI formatting guidelines. Note that the submitted works will *not* be included in the conference proceedings, making this a good opportunity for discussing works in progress. (#sti18challenge). This specialized track focuses on the ongoing challenges for using data from social media platforms and from third party aggregators as sources for research metrics and scientometric indicators. These challenges include but are not limited to: --> platform-based restrictions in accessing social media data and potential biases resulting from limited access (also: biases introduced by data aggregators) --> black boxes, hidden algorithms, and lack of information about collection processes and context affecting the use of social media data and data aggregators -->lack of understanding of user activities (e.g. motivations to retweet, like, share) and user groups in academic contexts -->incomplete data (e.g. due to missing DOIs or identifiers not tracked by aggregators) and noise (e.g. due to bot-activity) We invite the following types of submissions: a) original research studying the quality of social media data and data aggregators for measuring scholarly communication b) short (hands-on) introductions and best practices for using data from one or more specific social media platforms or aggregators. Please submit your work as short papers (max 3,000 words) until April 1, 2018. See http://sti2018.cwts.nl/submissions for templates, EasyChair access and additional submission information. An American Evaluation Association (AEA) survey found that more than two thirds of evaluation results do not get used. Simply reiterating our conclusions-only this time louder and more slowly-isn't an effective strategy to get more evidence used in policy decisions. In this week's blog post, my colleague Andr?a Ventimiglia presents some tangible steps that we can take to improve the chances that results inform decisions. The steps are explicitly articulated for program evaluators, but they provide valuable insight into evidence-for-policy more generally.
