[Eurchap] China surpassing US in publications

Hello all,

Earlier this year, the following Nature headline grabbed a lot of attention: "China declared world's largest producer of scientific articles". Speculation ramped up about factors driving global change in research, how scientific communities in the West should respond, and so forth.

Along with these discussions were some questions about the approach to measurement, what influence it might be having on the result, and how we should interpret the finding. Specifically, people highlighted that fractional rather than full counting was used.
