The current issue <http://www.iimahd.ernet.in/egov/ifip/feb2012.htm>of
Information Technology in Developing Countries carries five articles and
information on 3 international conferences.
The first article " Telecentre Matters: Getting the Basics Right" by Dr
. Vignesh Sornamohan examines two different telecentre models namely,
the Common Services Centres (CSCs) and Community Multimedia Centres
(CMCs). The paper is an excerpt of the author's Ph.D Thesis entitled
'Efficiency and Sustainability of Telecentres in Rural Areas: A
Comparative Study of Community Multimedia Centres and Common Services
Centres'.
This is followed by an article on " Design-Intentionality Gaps:
Explaining Expectation Failure Of Information Systems In Developing
Countries " by Silvia Masiero. The paper focuses on explaining
expectation failure - conceptualized as lacking capacity of an
information system to meet a stakeholder group's expectations - with
reference to Information Systems (IS) implementation in developing
countries.
The next article by Shilpi Varshney is titled " Legal Literacy for
Access to Justice An innovative approach towards achieving the
Millennium Development Goal".The Department of Justice, Ministry of Law
and Justice, Government of India with the support of United Nations
Development Programme is implementing a Project on Access to Justice for
Marginalized People. The paper discusses the curriculum and contents
prepared for Legal Literacy under Access to Justice Project and how it
shall help the marginalised communities to consider Law not as a
inhibiting factor but an enabling framework to make their lives better
with its proper utilisation.
Dr Monisha Borthakur's article on "Need of the hour : Pan India
e-mechanism to give access to Bharat Nirman & Flagship Services at the
citizen's doorstep…… /ladder leading to rural transformation/" talks
about how private organizations can help Government to conceptualise,
initiate and implement country wide transformational projects to bring
public services closer home to citizens.
The next article on " SWABHIMAN-An Innovative Urban ICT Project of
Kerala " by Dr. C. Krishnan talks about an an innovative project called
" Swabhiman " mooted by a District Administration of Kerala, a state
well known for its unique development model. Swabhimaan, is a
well-defined integrated software solution based on the twin-concepts of
employment generation and making available the service of skilled
personnel for the household needs.
Conference announcements include ICDGS 2012 : International Conference
on e-Democracy, e-Government and e-Society, International Conference on
eBusiness and eGovernment (ICEBEG 2012) and 3rd International Conference
on E-Business and E-Government (ICEE) in May 2012 to be held in china.
