[Asist-announce] Amend Constitution, HQ move, and Bulletin TOC

AMENDMENT OF ASIS&T CONSTITUTION

Unique usernames and passwords for voting were recently sent to all
qualified to vote.  We seek approval of an amendment to the ASIS&T
Constitution.  If approved, the motion will shorten the period for voting to
amend the constitution, a parallel motion to the 2013 motion amending the
bylaws.
