[Asis-standards] Forgot one

If the standard 5 year review was inconclusive, then I don't see how an out
of session revision will result in a different outcome unless there are
strongly held views in some part of the user community that were not
captured through the systematic review process.
I suggest we ABSTAIN on this one.
