SHORT TURN-AROUND BALLOT - Regarding current draft of DIS of ISO 3901
SHORT TURN-AROUND BALLOT
“In consideration of the decision by WG 10 (ISRC) that the current draft of DIS of ISO 3901 should include a reference to "Registration Agencies” Furthermore, as the ISO TMB’s current policy on Registration Authorities (RAs) is provided in the TMB “Registration Authorities -- Guidelines to Committees” in Clause 6 b) vunder Drafting standards with RAs, is as follows:
“v. The reference to any third parties (e.g. national or regional sub-entities or "Registration Agencies") to which the RA may delegate or assign part or all of its responsibilities must not be included in the standard. An integral part of the role played by the RA is to manage and oversee the entirety of the registration structure for a particular standard. The RAA specifically states that a RA must obtain permission before it can use other third parties to fulfill its obligations. Where this permission is granted, the RA maintains responsibility for ensuring that the third party/parties comply with the RA’s obligations.”
While the final text of the DIS has not been approved, should the reference to Registration Agencies remain part of the draft moving toward publication (see B.3), this inclusion in the final publication of ISO 3901 will require a special derogation from the TMB secretariat like the case for ISBN. To initiate this request for derogation process to be able to include the mention of Registration Agencies, an affirmative support ballot of the SC is required. It should be noted that the act of the TC46/SC9 Secretariat making the request does not ensure that the TMB will approve such a request."
Do you agree to instruct the TC46/SC9 Secretariat to submit a derogation request for ISO 3901 to the ISO TMB to be able to include the following mention of registration Agencies (as actually presented in the ISO/DIS 3901) if this document is approved by the TC 46/SC 9 membership:
“B.3 Delegation to ISRC Registration Agencies
The ISRC Registration Authority may delegate certain tasks and services listed in B.2 to Registration Agencies. Potential registrants are advised to consult the website of the Registration Authority[1] to find information concerning the most appropriate Registration Agency to contact and the tasks and services it has been delegated.”
This seems to be just a vote as to wether the standard should include the mention of registration authorities - there is no document accompanying this vote for me to attach to this message
