Proposed New Work Item: Transfer Code of Practice Maintenance and Next
Steps
This ballot is to approve a proposed new work item on the publication of the
Transfer Code of Practice as a NISO Recommended Practice and the creation of
a NISO Standing Committee to provide further support and management of the
Transfer materials.
Members have thirty (30) days to vote on the work item. Your vote options
are: Yes (approve the project), No (do not approve the project), or Abstain
(from voting). Comments are required for No votes. If you would like to
nominate someone to participate on the Standing Committee (if the project is
approved), please provide a name and contact information in your comments.
NISO Standing Committee participation is not limited to NISO members.
Currently an initiative of the UK Serials Group (UKSG: www.uksg.org),
Transfer seeks to address the issues that can arise when journals change
publishers. UKSG proposes that NISO take over maintenance of the Transfer
Code of Practice from UKSG as a NISO Recommended Practice and support and
manage the Transfer Working Group going forward as a NISO Standing
Committee. NISO would continue the efforts of the existing Transfer Working
Group (currently under UKSG) under the NISO umbrella by creating a NISO
Transfer Standing Committee to maintain and develop the current Code and
address the challenges caused when journal titles move between publishers.
NISO is perfectly placed to take over maintenance of the Code via a Transfer
Standing Committee and adopt the Transfer Code of Practice as a NISO
Recommended Practice. NISO is also very well placed to disseminate
information about the Code, encourage publisher endorsement and
implementation of the Code, and promote the best practices in the Code.
The proposal was approved by the Business Information Topic Committee on
April 15, 2014, and is now being sent to the NISO voting membership for
agreement to begin a new work project and to elicit expressions of interest
in participating in the work.
In order for this item to be approved so that a Standing Committee can be
formed to pursue this work, a minimum of 10% of NISO's Voting Members must
