Since they obviously didn't take our no vote on the ISIL standard seriously - any thoughts on wether we shoute just vote YES on this or abstain?

This is a TC46/SC9 ballot to approve the appointment of the International Information Content Industry Association (ICIA) as the Registration Authority for ISO 17316, International Standard Link Identifier (ISIL).



The ISIL standard defines a new identifier for links between entities (or their names) in the field of information and documentation. These entities may be documents, media resources, people or more abstract items such as times or places. This standard was approved for publication in the ballot ending on August 25, 2014. The standard requires the establishment of a Registration Authority to promote, coordinate and supervise the ISLI system, assign ISLI codes to links and enter them into the ISLI register.



For your information in consideration of this ballot, the following documents are available for download from the ballot webpage and the links in the announcement email:

-- N780, Call for Candidates for the Registration Authority for ISO 17316 (Section 7 details the responsibilities of the RA)

-- N796 Annex A, ICIA Proposal for ISLI RA

-- N796 Annex B, Comments from the ISLI Working Group to ICIA on their proposal

-- N796 Annex C, ICIA Response to the ISLI Working Group

-- N796 AnnexD, ISLI Working Group Recommendation to make ICIA the RA



If ICIA is approved to be the ISLI RA by the members of TC46/SC9, the ISO Technical Management Board will have to give final approval and the nominated organization will need to sign a contract with ISO. The ISLI standard will not be published until this contractual agreement is in place.
