1) New Work Item Proposal for Information and documentation — 
Interlibrary Loan Transactions

This standard will specify the transactions between libraries and 
library related organizations to handle requests for library items and 
exchange messages. It is intended to succeed the existing Open Systems 
Interconnection -- Interlibrary Loan Application standards (ISO 10160, 
ISO 10161-1, and ISO 10161-2) and replace them with a standard focused 
on a simple exchange of transactions in a modern technological 
environment based on XML format and web service.

new work item being proposed

2)  JTC 1/SC 27 New work item proposal for Information technology - 
Security techniques - Electronic discovery

This is a new work item proposal from JTC 1/SC 27 (Information 
technology - Security techniques) to develop a new standard on 
Electronic Discovery, the process of discovering pertinent 
Electronically Stored Information (ESI) or data by one or both parties 
involved in an investigation and any resulting actions.

The proposal and a working draft of the standard are available for 
download from the link on the webpage and in the announcement e-mail.

TC46/SC11 is a liaison to this committee, so we can only provide 
comments on the proposal and working draft (not vote). In addition to 
specific comments on this document, we are also asked to provide 
comments related to the market relevance of this proposal. We can also 
nominate an expert to work on the project (assuming it gets approved).

3)  Approval of Proposed New Work Item: Develop Specification for Open 
Access Metadata and Indicators

Members have thirty (30) days to vote on the work item. Your vote 
options are: Yes (approve the project), No (do not approve the project), 
or Abstain (from voting). Comments are required for No votes. If you 
would like to nominate someone to participate on the Working Group (if 
the project is approved), please provide a name and contact information 
in your comments. NISO Working Group participation is not limited to 
NISO members.

The current work item will focus firstly on metadata elements that 
describe the readership rights associated with specific articles. 
Specifically, the Working Group will determine the optimal mechanisms to 
transmit the rights, if any, an arbitrary user has to access a specific 
article, from an arbitrary connection point on the internet. 
Recommendations will include means for distribution and aggregation of 
this metadata in machine readable forms, and the Working Group will 
consider whether existing bibliographic metadata distribution systems 
can store and transmit this information.

The work item will also consider the feasibility of incorporating 
information on re-use rights and the feasibility of reaching agreement 
on transmission of such information within the NISO community at this 
point in time. Specifically it will consider whether provision of 
license information is sufficient to provide clarity on re-use rights or 
whether further mechanisms are required. It may provide a recommendation 
on adoption of standardized licenses.

4) Approval of NISO Z39.93-201X, The Standardized Usage Statistics 
Harvesting Initiative (SUSHI) Protocol

This is a ballot to approve the standard, NISO Z39.93-201X, The 
Standardized Usage Statistics Harvesting Initiative (SUSHI) Protocol.

This is a revision to the 2007 edition of the standard. If approved by 
this voting pool, the standard will be sent to ANSI for approval to 
publish as an American National Standard (with the ANSI/NISO designation).

The revisions to the standard were very minor and include:

* Table 17 ("Standard SUSHI Exceptions") now includes an additional 
error code: "Client has made too many requests" with Conditions: If the 
server sets the limit on the number of requests a client can make within 
a given timeframe, the server will return this error when the client 
exceeds that limit. The server would provide an explanation of the limit 
in the Message of the error. E.G. “Client has made too many requests. 
This server allows only 5 requests per day for RequesterID and CustomerID.”

* Appendix G, an informative (non-normative) section, has been updated 
to provide best practices on security for SUSHI implementations.

A copy of the revised standard is available for download from the ballot 
webpage or the announcement e-mail.

Yes - approve the revision; comments are optional but should only be 
editorial.

No - do not approve the revision; comments are required and should be 
substantive in nature.

Abstain from voting. Comments required. (Note - since joining this 
voting pool was voluntary, all organizations in it are expected to vote 
on this ballot.)
