*Question*
Do you approve a Category A liaison for DDEX with the ISO TC46/SC9
Committee?

*Description*
THIS IS A SHORT TURN-AROUND BALLOT.

This ballot is to determine if the U.S. TC46 Technical Advisory Group
(TAG) approves the formation of a Category A liaison between DDEX and
the ISO TC46/SC9 committee on Identification and Description.

A Category A liaison organization is one that will make an effective
contribution to the work of the technical committee or subcommittee for
questions dealt with by this technical committee or subcommittee. Such
organizations are given access to all relevant documentation and are
invited to meetings. They may nominate experts to participate in a
Working Group. They may comment on draft standards but do not have
voting rights.

Since DDEX is incorporated in the U.S., our TAG is being asked for its
approval prior to presenting this request to the entire SC9 committee.
An alternative to this liaison would be for DDEX to participate through
the U.S. TAG, as other NISO Voting Members do. DDEX as an international
organization has expressed a preference for the liaison arrangement.

The purpose of DDEX is described in their operating agreement (dated
February 2011) as follows:

The Company is organised to develop Standards relating to metadata
creation and management, identification of entities and the
communication of such information in relation to media rights,
agreements and content to enable a highly automated and cost-effective
transaction processing environment providing the highest possible levels
of operational efficiency amongst participants in the digital media
supply chain (which expressly does not include the development of
standardized copy or content protection schemes, copyright protection
schemes, codecs or other supporting technology). The Company will
promote, through the creation of publicity material, the holding of
training seminars and the like, global awareness and compliant
implementation of those Standards. The Company shall not, as a
consequence of these activities, involve itself in the administration of
the licensing of media content and rights (including but not limited to
musical works, sound recordings, audiovisual works, graphics, text,
wallpaper, screensavers etc.).

A brochure describing DDEX is available from a link on the ballot
webpage or in the announcement e-mail. Additional information about
DDEX, their governance, and their standards is available from their
website: http://www.ddex.net/

Your voting options are:

Yes - approve the Category A liaison with ISO TC46/SC9

No - do not approve the liaison; DDEX should participate through the
U.S. TC46 TAG

Abstain - from voting

Comments are optional for all voting positions.
