I would vote for this revision.

The issues regarding place names and capitalization are well known
(internationalized geodata is a domain I am familiar with).

The dictionary revisions are natural - its been 20 years since the
dictionaries referenced were endorsed, and there have been significant
linguistic changes in that period, particularly around the opening up
of far more Chinese materials to wider audiences requiring
Romanization as a part of China's political, economic and social
changes.

I can't comment on the other issues, although the fact that SAC
(Chinese standards organisation) has proposed revisions suggests that
the other items are important as well.
