We invite you to submit an abstract for a proposed paper in the area of 
"ICT for development: people, policy and practice", the theme of the 5th 
International Development Informatics Association Conference: IDIA 2011 
to be held on 26-28 October, 2011, in Lima, Perú.

A special invitation is extended to Latin American participants. The 
main language of the Conference is English, but there will be sessions 
delivered in Spanish.

1. Call for Papers

The 5th International IDIA Conference will be held in Lima, Perú.
IDIA2011 is aimed at researchers, policy-makers and reflective 
practitioners. The Conference will be managed and hosted by the RCP-Red 
Científica Peruana, an NGO that has been involved in the development of 
the Internet in Peru since the early 1990s, with an academic board 
including professors from Pontificia Universidad Católica del Perú, the 
foremost private higher education institution in Perú.

The Conference Committee calls for papers on the following themes.

Papers will be double-blind peer-reviewed.

Conference proceedings will be distributed at the conference.

The Development Informatics space is a dynamic, complex, morally 
challenging and altruistic area in which to intervene or undertake research.

The 3rd IDIA2009 Conference, held at the Kruger National Park in South 
Africa, gave an account of these realities with the theme Digitally 
Empowering Communities: Learning from Development Informatics Practice. 
One of the key themes emerging from the conference was to improve the 
rigor with which we understand and explore the successes and failures of 
the various initiatives in innovation, research and practice.

The 4th IDIA2010 Conference, held in Cape Town, focused on Exploring 
Success and Failure in Development Informatics: Innovation, Research and 
Practice.

The 5th IDIA2011 Conference hopes to progress in exploring improving the 
field of Development Informatics, and calls for papers in any of the 
following themes:

2. Themes
2.1 People

     a. For whom does Development Informatics work? Case Studies, 
reflections and theoretical approaches.
     b. What capacities, human, social, technical and otherwise, should 
be the focus of Development Informatics?
     c. What developmental challenges are brought by the widespread 
deployment of technologies in deprived communities, in developing 
nations, in aboriginal communities?
     d. Minorities and DI: ethnical, gender, sex, religion and the work 
of development.

2.2 Policy

     a. What are governments doing regarding DI and public policies? 
Emphasis in cross-analysis between Latin America and the rest of the world.
     b. Is there academic engagement with DI?
     c. What is the role for NGOs?
     d. What could bring a strong and constructive dialog among 
stakeholders in different regions of the world?
     e. Common issues for policymakers in Latin America and the rest of 
the world.
     f. The relationship between commercial Informatics, development 
Informatics and information systems.

2.3 Practice

     a. What about technology? Lessons from critical approaches in using 
technology for development
     b. What about communication? Lessons from critical approaches in 
communication issues for development
     c. What about information? Lessons from critical approaches on 
information issues for development.

Development Informatics covers a broad range of fields relevant to 
developing countries and marginalised communities such as Health 
Informatics, e-Governance, and e-Learning.

Papers may be relevant to one or more of these topics and the above themes.

3. Spanish sessions

We especially invite Latin American academics, practitioners, 
policymakers and activists. Though the conference itself is in English, 
there will be opportunities for Spanish sessions.

4. Panels

You are invited to submit proposals for panel discussions or focus 
groups following any of the above themes.

5. Research Exchange

A Research Exchange session is proposed for October 25th. The purpose of 
this session is to share current, incomplete research (such as Ph.D, 
M.S. or academic non-degree-oriented research) is invited to express 
interest. This will be part of the Conference, and covered by the 
Conference Fee.

6. Submission of Abstracts and Proposals

Abstracts of no longer than 500 words may be submitted through the

Full papers may only be submitted via the electronic submission system.

6.1. Conference proceedings

Papers will be published electronically in:
Proceedings of IDIA2011, the 5th International Development Informatics 
Conference?Publisher: IDIA, Monash University.
ISBN number will follow soon.

6.2 Format
For reviewing purposes:

Papers should be submitted in one of these formats:

     * Open Office
     * RTF
     * MS Word

Formatting requirements

     * The paper should include a title, abstract or summary, and 
references (preferably Harvard/APA style).
     * Please remove all references to author names and institutions.
     * The paper length should be between 4000 and 8000 words including 
all headings, references, and footnotes
     * We recommend 1.5 or double line spacing with size 10 or greater font
     * Use of footnotes should be minimised.
     * The abstract should be a maximum of 300 words

For publishing purposes:

     * The paper should include the author and co-authors' name, 
affiliation and contact email.
     * Note that papers may be reformatted by the conference organisers 
for the conference proceedings and for journal submission.
     * The paper will only be included in the conference proceedings if 
at least one co-author is able to present the paper at the conference.
     * Once the paper is accepted for the conference proceedings, it is 
assumed that the author gives consent for the paper to be published 
online by the conference organisers

8. Accommodation

Details to follow at the latest in April

Accommodation will be available at the main venue, as well as at other, 
less expensive services, all within walking distance to the conference 
venue.

9. Transport

Accommodation services will be in walking distance of the conference 
venue, so no transport will be required. The area where the conference 
will be held is generally safe though standard precautions are recommended.
For arrivals in Lima, hotels may offer shuttle services.
More details on transport will be made available on the Conference Website.

About IDIA

IDIA, the International Development Informatics Association, is an 
association serving as a forum for international cooperation between 
organisations focusing on research into the use of ICTs by developing 
economies and societies (ICT4D). IDIA was founded in 2006 and has held 
national workshops on Development Informatics, as well as four 
international conferences. IDIA2010 was held in Cape Town in October 
2010, attracting papers from 33 countries.

IDIA2011 is the 5th International IDIA Conference.
