How is narrowing the gap of digitalized divide; between information
rich and information poor? It is just like a 'leapfrogging process' ,
which denotes accelerating digitalized process for
institutionalization and good governance of information management
system. UNESCO's WINISIS system has been a boon to create cyber
culture to our intellectual communities. So the information or
knowledge empowerment has been the basic principle for developing
scientific culture in our social system.
This package is the powerful tools of 'Knowledge Management (KM)' and
Information searching, indexing and bibliographic cataloguing,
searching, printing and remote learning or e-learning purposes. It
is one of the most powerful bibliographic or textual information
retrieval software used especially for library and information
digitalization, information and remote learning for the end users or
remote learning purposes. Also, it is used for developing information
consortium and networking purposes in the modern middle scale or small
scale libraries or information centre's purposes. It's also used for
research and development (R & D) for scholar's and networking for the
users of various disciplines.
During the past twelve months, UNESCO has distributed upon request
more than a million copies of its information storage and retrieval
software CDS/ISIS. Most of the requests for the software that is
available in version 1.5 for Windows, are received online. The high
demand of CDS/ISIS shows that free software is very much needed for
managing databases in libraries and information centers." 40 percent
of the requests have been received from these institutions, he adds.
Micro CDS/ISIS is advanced non-numerical information storage and
retrieval software developed by UNESCO since 1985 to satisfy the need
expressed by many institutions, especially in developing countries, to
be able to streamline in information processing activities by using
modern and relatively inexpensive technologies.
The software was originally used on the Mainframe version of CDS/ISIS,
started in the late '60s, the advantage of several years of experience
acquired in database management software development. Several partners
contributed to its involvement through the years.
UNESCO has accumulated significant experience in facilitating the
development of some key software tools for processing information.
These software tools are distributed free-of-charge and the objective
is to empower the users by giving them access to some technology for
development and knowledge sharing, that most of them otherwise could
not afford.
The development model is based international cooperation and the
software tools are continuously enriched, modified and updated with
the cooperation of a community of experts from different countries.
The most popular UNESCO's software tools are: CDS/ISIS, IDAMS and
Greenstone. In Nepal, more than 2000 libraries and information centers

Knowledge management is a discipline that promotes an integrated
approach to identifying, managing and sharing all of an enterprise's
information assets. These information assets may include databases,
documents, policies and procedures as well as previously unarticulated
expertise and experience resident in individual workers. Knowledge
management issues include developing, implementing and maintaining the
appropriate technical and organizational infrastructures to enable
knowledge sharing, and selecting specific contributing technologies
and vendors and user's communities or intellectual consortium.
Knowledge management can be defined as "the harnessing of an
organization's collective expertise wherever it resides and the
distribution of that expertise to the right people at the right time.
I am now expressing my views regarding the best tools of 'Knowledge
Management' (KM); the WINISIS (Window based, an integrated set of
information system) by UNESCO. Because it is an intellectual property
of UNESCO. This software package is a tool like an electronic book or
software.
In other words it is also Window Version of CDS/ISIS (Computerized
Documentation Services/An Integrated
Set of Information System). In short it is a database package which is
an integrated system of documentation and information system. UNESCO
has developed the Package especially for the small and medium size
library and information
Centres in the world.
The Empowerment of STI system and services:
Because we want to integrate and manage information system as
according the needs and objectives
of the system. As, we want to apply MIS (Management Information
System) or 'Knowledge Management
System'(KMS) which are synonymous terms.

This year's slogan of ICT (Information and Communication Technology)
for creating and developing 'New Nepal' means e-Nepal; the strategic
planning of the 'Government is still unknown. As, we have discussed
during CAN Info. Tech., e-Conference, some days ago... Hon. Mr.
Mahara already announced the theme 'Computer home to home and mobile
hand to hand' for developing cyber cultural society in future in this
country. Perhaps this is the part of the vision and policy for
developing ICT in the country. We imagine the dream of IT revolution
for the future of the new generation in the Nepalese perspectives.
Whether it is true or not, it has been too late to wait for the next
decade foe a citizen like me.
In my view, the parliamentarians as well the Nepalese Government
authorities are missing the occasion of this kind of view. Whatever,
it may be, various intellectuals understand that the tomorrows world
depends upon the power of knowledge, wisdom and cyber cultural society
that changes the world towards the knowledge economy and prosperity of
the new generations. At the same time I would like to add my opinion
that the product of information science and technology narrows the '
gap of digitalized divide', among the rich and poor; as a global
village; as a 'Silicon Valley' in this country. Because of the wide
range of applications of ICT; in every subject areas like, e-health,
e-biodiversity, e-agriculture, e-library, e-learning, e-commerce;
e-banking etc. are all the areas of concern for the e-knowledge and
wisdom. Unless the growth rate of e-economy; e-tourism, e-knowledge &
power of wisdom in between; ' Terai, Hills & Mountains' come close
together; the successful e-Nepal; which means that New Nepal or
e-Nepal is not possible. Perhaps the future generations would be happy
to play the game of "DANDI-BIEO' and make goal of peace, security,
knowledge, wisdom, among with various cultural diversity in this
region.
In scientific biodiversity we have a very beautiful playground,
Sangrila' or paradise for our future generations in New Nepal which
equivalent to e-Nepal. As, a layman like me, I want ICT Revolution, as
our theme or motto is; as above; the terms peace, love and security
which governs of warm love of nation with knowledge and wisdom. Why I
mean, e-democracy of this years beautiful 'Caravan' and my view is
'narrowing the gap of digitalized divide' and information among the
halves and not haves, because all human beings are born free and equal
right & dignity; as UN Human Right principle says. So finally, as
Plato imagined-'Human Paradise' or 'Marx's principle-'nothing we have
to loose but our chains', as we are from the poor country but from the
'richest natural bio-diversity'. So, I must say-'Let us be all
together follow the e-Nepal, e-democracy, e-knowledge& wisdom. So the
dream comes true; as'Tenzing & Hilary' did in the past history. So, we
have message for 'tomorrow's e-Nepal' or New Nepal', perhaps our new
generations may have the life of prosperity, love and happiness with
e-Nepal means New Nepal.
Why Information empowerment? Finally, we are reaching the 'paradise of
knowledge' managing the information database like e-Nepal, e-democracy
and so on. The online system for developing virtual information and
digitalizing system of knowledge management using or adopting powerful
tools of CD's, DVD's & multimedia, network system. As, these are the
powerful media of 'Consortium' or 'Consortia', that we have imagined
the conceptual framework, like;e-Democracy movement: First I would
like to say information and communication incorporates the life and
day to day activities more faster and closer to each other. Secondly
ICT has been the tool of virtual source of knowledge and it makes
aware of the people towards intellectual freedom of right and dignity.
The sense comes towards the humanity, wisdom of power and guides
towards the prospority of the life of the citizen.
