 Special Issue: The Future of E-Government Research
The International Journal of Electronic Government Research (IJEGR) is
soliciting high quality papers for a special issue of the journal on The
Future of E-Government Research, to be published as Volume 3, Issue No. 4,
October-December 2007. We encourage contributions from a variety of
disciplines and perspectives in the academic and practitioner community
related to the mission of IJEGR.

E-government and e-governance practices are increasingly permeating public
administrations. Some scholars are convinced that (in the end) the use of
ICT’s in the public domain will have a fundamental and transformative
influence on the future structure and functioning, as well as the value
orientations and norms, of the institutions of state and society.

Others disagree and tend to relativize the impact and importance of the
spread of E-government.  Based on prior research on governmental use of
ICTs, these scholars find little support for the “transformation”
hypothese.


The paper submission deadline for this special issue, 3(4), is January 1,
2007. Abstracts are required by September 1, 2006.


Coverage:
For this Special Issue of IJEGR, we especially encourage manuscripts that
address issues related to future research with e-government adoption,
implementation, use, management, applications and impacts.  These issues
include, but are not limited to such things as the scope, breadth and
depth of e-government research, the quality and quantity of such research,
measures and metrics for evaluating e-government research, and significant
questions that might drive future e-government research as well as new
directions that this research might take.  We also welcome manuscripts
that address a variety of specific e-government topics insofar as these
might affect or be affected by future e-government research.

This Special Issue will be edited by Professor Ignace Snellen, Erasmus
University, and Professor Arre Zuurmond, Leiden University. Questions
about the Special Issue should be directed either to the guest editors,
Professor Snellen (Snellen at fsw.eur.nl),  Professor Zuurmond
(Arre.Zuurmond at zenc.nl) or to the editor-in-chief of the journal, Donald
F. Norris (ijegr at umbc.edu).

Mission:
IJEGR’s mission is to publish the very best original scholarly research on
the subject of electronic government, broadly defined, and to publish top
quality articles about electronic government in practice. The coverage of
the Journal is international and focused on original research in
e-Government applications, management and policy.

Submission Guidelines:
Papers must include significant original research findings.  The research
must be complete and make substantial theoretical and/or empirical
contributions to knowledge in the field.

If the manuscript is empirical, we welcome submissions that employ either
quantitative or qualitative methodologies or both.  For empirical
manuscripts, authors must clearly and concisely describe their research
methods, data or evidence, and analytical techniques.  Manuscripts that
are essentially speculative in nature, that lack a theoretical or
empirical base, and that are not grounded in prior research will not be
considered.

Review Process:
If you wish to submit a paper for this special issue of IJEGR, please
provide an abstract (of not more than 300 words) by September 1, 2006 to
enable early feedback on the relevance of your proposal. Please send
abstracts to: ijegr at umbc.edu In the subject line, type: Abstract for
barriers issue.

We employ a double-blind review for all manuscripts deemed to be
consistent with our submission guidelines. Manuscripts for this call must
be received, in electronic format (WORD), no later than January 1, 2007. 
All manuscripts must be sent directly to the editor at ijegr at umbc.edu. 
Authors will be notified of the outcome of the review process.  Any
question relating to the submission and acceptance process should be
directed to the journal’s editors.
