DUTIES:
The incumbent will work for the U.S. National Commission on
Libraries and Information Science (NCLIS). NCLIS was
established July 20, 1970 under Public Law 91-345 as a
permanent, independent agency within the Executive Branch to
advise the President and the Congress on the implementation
of national policy; conduct studies, surveys, and analyses
of the library and informational needs of the Nation;
appraise the adequacies and deficiencies of current library
and information resources and services; advise Federal,
state, local, and private agencies; and promote research and
development activities that will extend and improve the
library and information handling capability.
Under the direction of the NCLIS Executive Director, the
incumbent plans, develops, and directs the Library
Statistics Program in accordance with the Memorandum of
Understanding between NCLIS and the National Center for
Education Statistics (NCES) of the U.S. Department of
Education. The incumbent works closely with the NCLIS
Executive Director, NCES officials, officials and decision-
makers in all three branches of government as well as
officials, leaders and users in the library, information,
and statistical communities.
The incumbent will have responsibility for program planning,
reviewing and reporting in cooperation with the NCES Library
Statistics Program (LSP), including the Federal-State
Cooperative System (FSCS) for Public Library Data; setting
agenda, suggesting participants, and establishing programs
for FSCS Training Workshops for State Data Coordinators and
meetings of steering committees; overseeing annual program
of assistance for training at state and local levels in
improvement of collection, reporting, and use of library
statistics and technical assistance to improve quality of
library data submitted; preparing press releases and
articles for LIS journals on the FSCS and LSP programs;
communicating with individuals or groups of State Data
Coordinators and Census Bureau staff to assist them in
resolving program problems; meeting and communicating with
ALA Advisory Committee on Academic Library Statistics and
participating in planning and administering training
workshop for individuals submitting academic library data;
and supporting any initiatives of Commission in the areas of
assessment and appraisal.
QUALIFICATION REQUIREMENTS:
One year of specialized experience that equipped the
applicant with the particular knowledge, skills, and
abilities to perform successfully the duties of the
position, and that is typically in or related to the work of
the position to be filled. This experience must be
equivalent to the GS-13 level in the Federal government.
Examples of such experience include: planning, directing,
and coordinating policy; analyzing the effectiveness of
program operations in meeting goals and objectives; making
recommendations based on analysis; analyzing programmatic or
administrative problems and policies; broad perspective of
the LIS field; progressively responsible experience in
library or information programs or services; skill in
oral/written communication and public speaking, including
ability to produce concise evaluative reports and program
development plans; ability to work with officials and users
to design, implement, promote, and evaluate library
statistics programs; experience in designing and delivering
training programs on topics related to statistics and
surveys; and ability to work with multiplicity of agencies,
organizations, and groups that have an interest in the
statistical area of library and information services.
Candidate MUST HAVE experience in the library or information
science field, including experience collecting and analyzing
library statistics and conducting library surveys.
It is DESIRED that the candidate has familiarity with MS
Excel, SAS or Statistical Package for the Social Sciences
(SPSS), or other software for analysis and data
manipulation; familiarity with HTML; knowledge and
experience of duties and responsibilities of State Data
Coordinators; and ability to generate new ideas and
strategies for improving library statistics and surveys.
