AND CONTRACT MANAGEMENT
Vacancy Announcement


The NCSU Libraries invites applications and nominations for the position 
of Director of Library Space Planning and Contract Management to join a 
team dedicated to both the effective management of resources and to 
improving and sustaining a physical environment conducive to learning 
and research and the preservation of collections.

Responsibilities
The Director of Library Space Planning and Contract Management is 
responsible for space planning, facilities management, and contract 
management for the Libraries.  Coordinates or participates in strategic 
planning, needs assessments, facility and infrastructure evaluation, 
cost analysis, and evaluation of proposals for new library buildings, 
additions, or renovations.  Serves as liaison to university departments 
(University Architect, Facilities Planning & Design and Contract 
Management) to ensure that plans and designs meet the needs of faculty 
and students in a research library environment.  Directs research, 
development of specifications, and purchase of library equipment and 
furniture.  Monitors projects and communicates with contractors and 
vendors to resolve disputes, ensure timely completion, adherence to 
budget, and compliance with State law and university policies. Manages 
the Libraries Facilities operation staff of 6 plus temporary assistants.

This position has primary responsibility for contract management on 
behalf of Libraries, including the development, negotiation, and 
processing of contractual agreements.  Reviews, advises, and negotiates 
as appropriate on terms of all licenses for electronic resources that 
makes up a large part of the Libraries' collections (current 
expenditures are in excess of $1.5 million).  Recommends internal 
licensing processes to manage risks, minimize costs, and ensure access 
to resources for the Libraries' clientele.  Researches information and 
criteria, develops requests for proposals, negotiates and ensures 
compliance with University and State Purchase and Contracts; coordinates 
valuation, insurance, and risk management for facilities and 
collections. Participates in library planning, serves on library-wide 
committees, task forces, and teams.  NCSU Librarians are expected to be 
active professionally and to contribute to developments in the field.  
Reports to the Libraries' Assistant Director for Finance and 
Administration.

Qualifications
Required:  ALA-accredited MLS or other relevant advanced degree.  
Relevant professional experience with space planning and contract 
management.   Demonstrated understanding of library and information 
needs of university students and faculty.  Excellent interpersonal 
skills, including ability to negotiate and resolve disputes effectively; 
excellent communication skills, both oral and written.  Demonstrated 
record of professional contributions.     Preferred:  Juris Doctorate 
(JD) degree.  Understanding of issues in scholarly communication.  
Experience with licensing of electronic resources.  Relevant 
professional experience in a state university system.

million, with nearly $9.25 million allocated to collections.  The NCSU 
Libraries is the lead server site for NC LIVE (North Carolina Libraries 
for Virtual Education), a multi-type library initiative, making digital 
resources accessible to the citizens of North Carolina.

Association of Research Libraries, the Digital Library Federation, the 
Coalition for Networked Information, the Scholarly Publishing and 
Academic Resources Coalition, the Council for Library and Information

Salary and Benefits
The Libraries offers highly competitive salaries in recognition of  
applicable education and experience.  Relocation allowance provided.  
Appointment at rank of Librarian.  Librarians have non-tenure track 
faculty status (without levels of rank).  Benefits include:  24 days

insurance, and state, TIAA/CREF, or other retirement options.
