> Summary
As a member of the Library Resource Sharing team, take primary responsibility for coordinating a statewide interlibrary loan program. Assist with other LRS programs, which include the Texas Records and Information Locator (TRAIL), TexShare resource-sharing programs, Library of Texas (a virtual union catalog), and networked information services policy, planning and development. Manage the interlibrary loan operations of the Texas State Library & Archives Commission. 

> Essential Functions:
Manage statewide interlibrary loan network.
Provide consultation, technical assistance and instruction to assist libraries with resource sharing.
Develop and implement plans for sharing library resources, communications, and technology among academic, public, school and special 
     libraries and serve as team member for virtual union catalog project.
Prepare and control a performance based budget for these programs.
Manage the interlibrary loan operations of the Texas State Library & Archives Commission.
Serve as project manager for the Statewide Union List of Serials and the Texas Group.
Attends work regularly in accordance with agency leave and attendance policies. 
Complies with all applicable agency policies and procedures, including safety and standards of conduct. 


> Non-Essential Functions: 
Assist with other LRS programs, which include the Texas Records and Information Locator (TRAIL), TexShare resource sharing programs, 
     Library of Texas, a virtual union catalog, and networked information services policy, planning and development. 

> MINIMUM QUALIFICATIONS:
Masters degree in library or information science from an American Library Association accredited library program.
Work experience in at least 3 of the following areas: management,  budgeting, statistics, leading program or project teams, 
     project planning, monitoring, reporting, and evaluation.
Two  years professional experience in a public or academic library.
Work Experience searching OCLC databases and using the interlibrary loan subsystem.
Work Experience using microcomputers including spreadsheets, databases, word processing, web publishing and Internet.
Ability to analyze data, formulate conclusions, develop policies and guidelines, write reports and long range plans.
Ability to propose and defend new policies and activities as well as changes in existing policies and activities.
Ability to consult with individuals and groups to formulate and implement changes in policies and programs.
Ability to speak before groups, testify at public hearings, and conduct training meetings and workshops. 
Ability to move in and around personal work space and to and from other areas of the office and building. 
Ability to perform visual activities requiring prolonged attention to detail such as evaluating and editing computer graphical displays.
Ability to hear and understand speech to interact with coworkers and clients on a routine basis. 


> PREFERRED QUALIFICATIONS:
Work experience using other OCLC subsystems, especially Serials Control.
Work experience with various interlibrary loan management software programs including Clio and ILLiad.
Advanced knowledge or work experience in the areas of library automation, serials, networking, multi-type cooperation, or library 
     management.
Work experience in different types of libraries.


> OTHER REQUIREMENTS:

Travel by airplane and personal auto required. 


> Supervision
Reports to Director, Library Resource Sharing.
Serves as team leader for Inter-library loan unit.
